This is a floating bollard, the method for “tying on” to the lock wall that is used throughout the inland water system. The Captain must get the boat close enough to the wall for the First Mate to throw a midship line around the bollard and secure the boat to the wall. The bollard moves up or down the wall with the water level taking the boat with it.
